There is no reason a preset should be designed just for Windows Media Encoder.

First off, Windows Media Encoder is just a shell that runs scripts for the backend encoding service, and the qualities and sound can vary GREATLY depending on what versions are used, what settings are used, and also based on the kind of sound/music you are broadcasting will change the way Sound Solution and any Codecs react to it.

So the answer to your question is: there is now answer.

A preset made for general use with Windows Media Encoder can not be made.

What I would do it start with a preset that you like just listening to without any codec, and then start from there, and adjust the bands 1-5 "band gain" to compensate for any EQ or low-pass filtering that is happening in the codec you're using.

For Windows Media 8 codec...  64kbps Stereo and above... you should NOT need to compensate at all.
